Modern health care systems struggle to reduce the burden of inappropriate health care. Inappropriate health care services increase expenditures without improving the medical condition of patients. Their main cause is a misalignment between the best interest of physicians/hospitals, the best interest of patients, and the best interest of payers. This misalignment can be exacerbated by at least two elements: reimbursement methods for health care services (i.e., fee-for-service vs. per capita payments), and medical liability regimes (e.g., medical malpractice pressure and fear of litigation). However, these two drivers are rarely analyzed together.
This conference aims at fostering the rigorous empirical investigation of the effects of reimbursements methods and/or liability regimes on hospital policy, patients’ mobility, physicians’ decisions, health care quality, and health care expenditure. Examples of topics that exploit variation in liability regimes or compensation schemes include (but are not limited to) changes in medical liability, insurance schemes for hospitals and physicians, providers’ incentive effects, etc.

The conference will last two days and will be held at the University of Economics, Prague. A maximum of 8 papers will be presented. A discussant will be assigned to each paper, and time will be allotted for open discussion. There are no fees. Participants are responsible for their travel and accommodation expenses.

Papers for the Symposium will be selected on the basis of full drafts and should be sent in electronic form to paola.bertoli@vse.cz no later than 11 January 2016.
Decisions will be made by 29 February 2016.
The detailed program will be announced by 13 March 2016.
